Enhanced Wind and Hail Protection with Carlisle’s FleeceBACK TPO System
When Lubbock County Law Enforcement Center faced major roof damage, Schrader Roofing turned to Carlisle SynTec Systems for a durable, long-term solution built to withstand West Texas weather. The existing roof—a layered mix of built-up roofing, spray foam, and gravel—was deteriorating and riddled with leaks. “It was a total disaster,” said Robbie Sanders, Project Manager for Schrader Roofing. The complex, multi-level structure required a complete tear-off down to the concrete deck, a process that removed 90 truckloads of debris by hand.
Once the roof was cleared, Schrader Roofing installed a self-adhered modified base ply to serve as a vapor barrier, keeping the building watertight during the project. Given the area’s heavy rainfall, this underlayment was critical. A lightweight insulating concrete system followed, providing both slope-to-drain performance and a sturdy substrate for the new roofing membrane. Expanded polystyrene (EPS) boards were set in slurry, achieving R-25 insulation value across varying roof elevations. For the new membrane, Schrader selected Carlisle’s 115-mil FleeceBACK TPO, fully adhered using Carlisle Flexible FAST Adhesive. This high-performance system offered exceptional wind uplift resistance, durability, and superior puncture protection—essential qualities for a facility located in a region known for hailstorms and intense weather.
“The lightweight deck was the perfect base,” Sanders explained. “And with the FleeceBACK TPO system, we got the strength, flexibility, and hail resistance we needed.”
Carlisle’s FleeceBACK TPO incorporates OctaGuard XT weathering technology, engineered to extend membrane life even under extreme UV and heat exposure. With 33% greater puncture resistance than standard 60-mil membranes, it was an ideal fit for the Lubbock environment. Aesthetics were also considered. Since portions of the roof are visible from the nearby interstate, the team installed tan Sure-Weld TPO on parapet and knee walls for a clean, professional appearance that blends seamlessly with the facility’s design.
Despite frequent rainfall during construction, Schrader’s crew worked around the clock to maintain watertight integrity—sometimes inspecting the roof as late as 3 or 4 a.m. “Our team was incredibly dedicated,” said Sanders. “The collaboration between Schrader Roofing, Mosaic Engineering, and the County made this project a success.”
